Cyclical membership; fry bread

I will venture a guess that cyclical membership is directly attributable
to the strength of the parent group/Pack Committee. An every three year
(approzimately) cycle would suggest to me that parents who begin
leadership during the Wolf year move on 3-4 years later to Boy Scouts. If
a particular parent group moves in strong and does not set up policies for
the LONG TERM, then I believe these cycles will happen and continue to
happen. Strong for the short term good of the current boys, but not
having foresight to set it up for the kids to follow. Let's hear some
other suggestions. I could see this happening for our Pack if we can't
get beyond planning for the Pack Meeting this month.
I'd also like to see some recipes for fry bread that is more like what you
get at the PowWow. My favorite is also yeastless. I have seen versions
with buttermilk for the liquid (I'm allergic however) and have also
successfully used the french bread dough recipe for my bread machine.
