Scouting is a learning experience, not a penal institution. the boy should
be the one to clean the tent and repack it. He should not have to pay for
the tent, do you pay for a broken glass at a quests home?
He should find needed information in caring of camping equipment,
including tents and other equipment and then give a talk and/or
demonstration to the scouts.
Use this opportunity as a positive enforcement, If the presentation is
adequate and heart felt, give him the opportunity to help younger scouts
learn the care of tents and other scout property.
What better teacher is there than the teacher who has learned the hardway?
If my hunch is right, this scout will show himself to be very worthy camp
mate.
