Matt.....

I think you should talk to your Scoutmaster and try to understand why
he has taken this course. He may know something about the situtation
and boy that makes him feel this is the best action to take for the boy
and the troop. Sometimes when you have more information about a
situtation it is easier to understand. One question to ask is the cost
to the boy and the troop, of demanding the boy replace the tent, really
worth a tent? How does this situtation effect the troop and the boy?
What is your expected outcome for both? Is it still worth the $$ for a
tent? Sometimes, the money will be unimportant when all is considered
as to what the boy has already paid in embarassment, ownership to the
problem, etc. Talk to the Scoutmaster, the boy may have already paid a
high price for his mistake.

Just a different way to approach this. Money doesn't always solve
problems.
