Since Tiger Cubs is not designed as a 12 month program, and Requirement A
for the NDA says "Have at least 50 percent of the Cub SCouts or Webelos
Scouts attend two den meetings and one pacck meeting or activity each month
of the year" I would have to say no. Also, the other requirements are worded
in a way that indicates that they were not intended for Tigers. OTOH, it
doesn't say that Tigers CAN'T receive the award...
