Hats & Who on BOR

Two for one:
On the subject of removing hats for grace, etc. It was noted at my
recent Wood Badge course that different religions treat headgear
differently. It seems to accomodate all needs to state "Please
prepare yourself for grace/prayer.etc".
Who may sit on BOR's:
"After a Scout has completed all requirements for Tenderfoot,
Second Class, First Class, Star and Life ranks, or an Eagle palm,
he appears before a board of review. This board of review is made up
of at least three and not more than six members of the troop
committee. . .--Unit leaders, Assistant Unit Leaders, relatives, or
guardians may not serve as members of a Scout's board of review."

That's pretty black and white. The grey area appears to be people
who are dual registered in an eligible/ineligible position. Let's also
remember the goals of the BOR and how difficult it is for adults who
ONLY serve on BOR's to understand/encourage/evaluate a scout
whom they may only see for an hour a year, during BORs.
