Yes, if they are over 500 miles. If less than 500 miles, only a local
council tour permit is necessary.

True as well. Basically, National tries to discourage groups of Scouts
from staying nearby, and 'cashing in' on the Jambo activities ,but who
are not actually registered as Jambo participants. Individaul scouts and
families are welcomed. As a practical matter, if you don't have your
reservations by now, you may not be able to find a place within 50 miles
anyway, unless you have relatives. Camping spots do book up a year in
advance!

You can probably get it done, but it will be scrutinized VERY closely and
you can expect some degree of hassle over it. You will need good
reasons.

Come in the morning (8:00am or 9:00am) stay until 5:00pm (unless day of
arena show, then stay until 10:00pm or after show). Visitors may not
dress in Jambo uniform, but can wear their uniform otherwise. Can visit
displays, trading posts, info booths, arena show(s). Visitors may NOT
participate in activity areas like BMX, Scuba, Merit Badge Midway,
Challenge courses, Rappelling, etc. Patch trading may be allowed.

Incidentally, if you are planning to take a group of scouts there for a
week and stay outside nearby, you will find the total cost will be very
similar to whatever your Council's contingent fee is. (Unless your
Council is doing an extensive tour before/after Jambo, but that's an
important part of the experience too.) You'll find the prices are not
inflated for what you get.
