I think the badge that you are referring to is the new Public Relations
badge. This does have a mobile phone on it.
The requirements are
1. Give a 5 minute verbal presentation about Scouting using some visual
aids.
2. Obtain some media coverage for a Scouting event, expedition or
activity. This can be done by preparing a press release, taking a
photograph, producing a publication or writing a short article for the
Group, District or County newsletter, Parish magazine or similar.
3. Assist the Group/District/County with a promotional event.
4. Complete 2 of the following
a. Produce at least 4 editions of a newsletter for your Patrol or
Troop.
b. Create a simple display or exhibition to show Cub Scouts the fun
of being a Scout or for use at an open evening for parents.
c. Arrange a visit for a Patrol to the local newspaper or radio or
television station (including hospital radio).
d. Prepare and carry out a simple survey to determine the image of
Scouting locally amongst your friends. Report the findings locally to
your Scout Leader and Patrol Leaders Council.

If it was the Communicator badge which you were interested in (which is
based around amateur radio and/or CB), e-mail me and I'll send the
requirements for that badge.

YIS
Robert Knox
