Re: Child pornography

Fellow Scouters,

Several of my co-workers here at the National Institutes of Health in
Bethesda, Maryland have received the mentioned child pornography e-mail
messages. As a result the Office of Security have given us guidelines
on what we should do to report these incidents. For curteousy to the
list, I have included the directions for all to read.

They state to call your local police department first to create and file
a report. Then notify your local FBI field office (most major cities
have one) and ask for the FBI Pedophile Task Force and provide them with
as much information as possible. America On Line is aware of the
situation and has taken measures against these individuals. Here is
what we received from our Office of Security.

The following two messages, the first from the NIH Police and the second
from the NIH Information System Security Officer, refer to a recent
mailing from two America On-line accounts concerning Child Pornography.
Some ALW users received this e-mail and have asked what they could do to
report this. The following information should be used to report this or
similar e-mail.

Subject: FW: E Mail - Child Pornography
This information is forwarded, as you will undoubtedly receive inquiries.

Should any of your employees receive a similar E-Mail, have them contact
the NIH Police at 6-5685 (on campus) or the local jurisdiction Police at
9-911 (off campus) and we will ensure the FBI Pedophile Task Force is
properly notified. Thank You.

On Monday, October 21, an NIH Employee received an unsolicited Internet E
Mail from a person who claims to be Steve Barnard from Jackson Heights, New
York. In this E mail Barnard refers to his extensive collection of Child
Pornography and offers various items for sale. He also offers to send a
complete color catalog depicting children from 7 to 17. The F.B.I.'s area
task force was notified and advised they had received several calls on this
> same suspect and were opening an investigation.

Excerpts from mail: 23-Oct-96 Child Pornography E-mail Me.. "Hargett,
Rick"@OD6100M1 (841)

On Monday, October 21, 1996, several NIH employees reported receiving an
E-mail message that allegedly offered child pornography material for
sale. The E-mail messages all appear to have been issued through the use
of two America Online (AOL) accounts. AOL has been notified and their
written response is as follows:

"If you have reported unsolicited mailings, especially the recent child
pornography mailings (tiptoe001@aol.com and r9ch@aol.com), we have
closed the accounts involved, and our legal department is taking action."

As you can see it has been a far reaching incident and it is definitely
not being taken very lightly. We as parents and scout leaders must keep
ever vigilant for the safety of our children as well as those under our
sphere of control.
