Advancement signoff

Bill Smith,
It is the Scoutmaster's responsibility to maintain a list, by name, of who
is authorized to sign off on advancement requirements. In my troop
I'm limiting it to assistant Scoutmasters who have attended basic
training, junior leaders who have attended the council JLT, and the
previous Scoutmaster (though he has never attended basic training
and he is now the Chaplain).
