I believe that APL is still not allowed for Eagle rank, either. If that
is wrong, please let us know.

For my $0.02, I think that Historian is a poor choice to add to the rank.
Although it is probably considered a position of responsibility, I don't
consider it a leadership position. I know the requirement specifies
responsibity, what are we looking for? It is leadership that is most
important, not just responsibilty.
