I have never heard of such a rule. It obviously is a local rule. It is not
part of the stated requirements in the Handbook or the Advancement
Guidelines. As such, the Troop committee should take a look at this to see
if it really is important or was developed as a punitive measure to weed out
scouts that they felt were not active enough.
