I might even tend to ask him to start over unless there is clear
reason for changing counselors. As for starting the work on a merit
badge before contacting the counselor, it is not at all contrary, and
in fact is very much in line with National Policy to require that NO
work done prior to first meeting with the counselor count toward the
merit badge. We have a common problem here with Scouts wanting to
count a school wood shop project for the Woodworking Merit Badge. We
very simply say no. The project was done for some other purpose. If
it is to count for the merit badge, it must be done for the merit
badge AFTER approval by the merit badge counselor.
