A short add-on to my reply to Mark:

Then it's PAST TIME for you to organize a Venture Crew for those older boys.
In that way, you open up the leadership positions in your Troop to some of
the younger boys, your Venture Crew will still have representation in the form
of an elected Crew Chief and Assistant Crew Chief (whom sits on the Troop's
Leadership Council...the Patrol Leaders' Council, or PLC) and you still have
them wanting to do things as a group as well as part of your Troop.
