While this is a serious legal problem, not just somebody harrassing
the scouts, the alternative is to stick to public domain songs.

I think that we will find that many of our classics have fallen
into the public domain by now. In published song books see if there
is a copyright notice connected with the song (not the book as a whole).
If not, than it should be public domain. While there are a few famous
ones like "Happy Birthday," "This land is your land," and "God Bless
America," that I have seen in news reports (as well as on the list),
I would guess that by picking and choosing we can work around it.
