It seems to me that the intent is to show participation in Troop events,
other than just showing up for Troop meetings. ...and that the Scout
should see to it that he is >camping< with the Troop at least on 3 of the
past 10 troop or patrol activities, the remainder of which can be >any<
troop or patrol activity, including camping! It appears to be unambiguous
to me.
