"It's on TV so it must be real..." I don't know the date of production
of the Pgm Planning Video you refer to, but it is safe to assume it may
pre-date the YPP video pgm. Which means they simply have not gotten
around to re-making all the older videos to make them 'YPP-correct'.

So, some 'current' training materials do not always show the latest
policy in _all_ respects because it is simply not possible to update all
materials that often. But the Pgm Planning points are still valuable and
useful, even if the video is not also (and was not intended to be) a
perfect example of YPP.

The Scoutmaster and SPL meeting alone would be a definite no-no. The
fundamental rule is really to prevent 1 adult being alone with 1 youth.
It is not always 2 adults must be present at all times, (though that is
the preferred scenario). Allowances are made for auto driving, with 1
adult driver and several boys in the car. So the SM meeting with the PLC
(same situation) is allowable, even though 2 adults aren't present.

In our troop, the PLC meetings are held after the regular troop meeting,
in a corner of our big room. Besides the PLC, there are always other
adults in the room, as well as other boys, so there are others present,
even if they are not at the same table.
