Staples work. They're not "pretty" or "hi-Tech," but they DO work.
Might also consider: machine stitching, which is a major pain in the
sit-upon, but it too works; hand stitching -- this is punishment detail!;
and depending on _exactly_ what is meant by the words "vinyl letters", a
hand-held blow-drier at low fan/hi-heat might do it; There is a spray-on
adhesive that is available in some medical supply stores, but I won't
opine on how long it might hold up or how well it withstands summer's
high heat and high humidity.
The spray-on adhesive would at least hold the letters in place so they
could be stapled or stitched.
