Advancement Requirements, Merit Badges, Camping MB

I keep reading the list, and keep finding people adding to the
difficulty for advancement. PLEASE: Read the advancement guidelines
book. If it does not say the 20 days and nights of camping must be
other than those used for other advancement, the requirement is
cumulative.
Why would camping only count once a Scout signs up for a merit badge?
The requirement is to do the tasks, not necessarily under the
supervision of a counselor. Is it necessary for every Scout to sign up
for every merit badge upon entry in the program?
