Jack,
The ultimate criteria for deciding whether to seek out a new chartered
partner is whether it will be beneficial to the Scouts. If your
chartering organization is not living up to its committment, it is time
to consider moving to a new one that will give the Scouts more support to
have a quality program. Almost every DE that I know will be happy to
have units growing with more membership instead of lingering and
declining. They may not want to see a unit lost, but total numbers are
important to them too. And if moving will create the potential for
growth, they should be supportive. When I was a Cubmaster, I arranged a
transfer for my Pack from one Chartering Organization to another and the
end result was a doubling of Pack size, twice the number of trained
leaders, more money, more space, etc. No one has regretted the move.
