Aquatics Merit Badges and CPR

Now that I have posted an introduction, let's move on to my first question.
Advancement people here in the Northwest Suburban Council are trying to
decide how to advise Merit Badge Counselors who are required to evaluate a
Scout's demonstration of CPR by the new requirements for most of the
aquatic merit badges. What level of competence does it take to evaluate
and improve someone else's performance of CPR?
Should we suggest that they should become certified in CPR?
Should we require that they be CPR certified to sign off on the requirement?
Should we suggest that they take CPR instructor training?
My take from rereading all of the previous discussion here is that a
current CPR card constitutes a certification of a demonstration, and should
be acceptable to a counselor (who may, as always, verify the skill for
himself). But, failing that, it comes back to my questions above. My
personal opinion is that the counselors should do something to keep up
their skill level, and the CPR courses our Council provides are a good
opportunity. What are your Advancement Committees saying?
This has been a topic of unresolved discussion in our council Advancement
Committee, and I would like to hear the wisdom of the group. I will
collect the posts and take them to the July 14 -20 Philmont training
session on Advancement for discussion there.
