Not a good idea, Stan. Boards of Review are conducted monthly because
it takes some time between the Board and the time the award is posted
at the Council and National offices, about a week. How do you get
the awards (I know the answer, but I wanted to have you think a little)
for the Scouts that have advanced in time for the Court of Honor??

You KNOW that the Scout will advance? That's not a given. Some
Scouts WILL advance, some will NOT advance.

You have a stock of patches and cards "on hand"? *officially*, you're
not supposed to. I did, but also knew that I wasn't supposed to have
them either. The award is obtained when the Advancement Report
is received by the Council Office and posted to the unit's advancement
record (which a copy is sent to the servicing Regional office for posting
there). You are supposed to get the current card when you turn in the
report and purchase the insignia for the Scout, hopefully using your
unit's account with the local Council.

Not beforehand and not "on hand just in case".

*informally*, I don't know of a local Council that will NOT sell you
rank insignia but remember that the advancement is NOT official unless
you have one of those cards signed for each advancement. In most
Councils, the ONLY way you can get those certificate cards is by handing
over an signed, dated and approved Advancement Report.

So, you can have the actual rank but not the cards during a Court of Honor.

You also have Boards of Review for Scouts which are "dragging" and are
not advancing...it's NOT just for those Scouts progressing to the "next rank".
You note those Scouts that were interviewed but are not advancing on the
Advancement Report as well.

The quarterly Courts of Honor allows ALL of the Scouts in your Troop to
be publically recognized once a quarter...whether or not they advance is up
to them, but another reason why Courts of Honor are conviened is to
allow the parents of the Scout to see their Scout's progress and
participation in the unit. Not every parent can serve as a Troop Committee
member or as a Assistant leader.

"Conduct frequent courts of honor, at least quarterly" is listed in the BSA's
Advancement literature, therefore, it is a BSA policy.
