advancement chair.. a question

I am my son's troop's new advance chair and I have two questions...

What is the purpose of having monthly BoR if CoA are quarterly?
We now have them immediately before the CoA

And is this a hard, fast rule... We have 3 a year... October...
February and June....... is the above an officle BSA rule?
I myself would like to see one more as it would help with advancement....
