Probably the umpteenth reply to Kevin S Woods <kswoods@CHRISTA.UNH.EDU>, but
...
The pack or troop will get nowhere appying for a grant unless it has a tax
identification number and probably 501(c)3 status in its own right. And even
then it should not do so.
The unit sponsor is the one that should make application; the BSA charter to
organize a unit is issued to that organization.
