"Ownership" of Scouts

I've noted a troubling trend out there that some Troops feel they "own"
and are "owed" any Webelos that graduate from their traditional feeder
pack. Pete Farnham is just the latest to worry about offending the
SM-down-the-block over "stealing" visiting Webelos. Pete is even careful
to note that the first Webelos visit ended amicably with "no hard
feelings."
I find this attitude inexplicable. Remember, "build it, and they will
come"? I thought our obligation was to construct a program that boys
will enjoy, and therefore join. None of my training ever hinted that the
obligation was on the boys to sustain a pack or a troop.
I'd like to suggest that we re-emphasize "what we can do for you" instead
of "what you can do for us." And if an adult leader finds that a
troubling thought, perhaps a little more thought is in order.
Am I alone, here?
