Now that our provider's server is back online, I'm trying to catch up
with the e-mail that has been posted. I've just looked at the thread on
this subject and it seems that there is some misunderstanding about who
puts out the religious emblem books. BSA distributes some of them
through the Supply Division and makes them available as Scout Shops as a
service to Scouters. This does not mean that BSA owns the copyrights or
that you are free to make copies.
Religious emblem programs are a creature of the religious organizations
that offer them. Although, BSA allows Scouts to wear the recognition
emblems on their uniform and works closely with these organizations, this
does not mean that it is a BSA program - it isn't. In this case the
religious emblem program material was developed by the National Catholic
Committee on Scouting, which holds the copyrights to its material. They
like most religious organizations depend on the proceeds from the sales
of these materials to fund the religious emblem program. If Scouters
copy the material wholesale, then they are depriving the organization of
the funds needed to run the program.
If you are unable to get the materials directly through your Scout
Service Center (first ask them to order more on an expedited basis) or
through the local diocese, then you can contact the National Catholic
Committee on Scouting directly by writing:

The mail will be forwarded to the committee from there.
