New Scout Patrol vs Old Scout Patrol

I have seen the following theory work well.
Form a new scout patrol that holds all scouts who are new or Tenderfoot
and Second Class. Once a scout becomes a First Class Scout, he
advances to the Older Scout patrol.
This works for a couple of reasons.
A. The New Scout patrol works specifically on lower rank advancements
during troop meetings.
B. It gives the new scout a reason to advance quickly to be with the older
boys and do the cooler things, that they do.
C. The program can be tailored to meet the needs of all boys since each
patrol can break off and focus on what they need.
D. It avoids the "I have already done that" attitude from the boys. The boy
has full control to move up into the older boy patrol as fast as he wants to
advance.
E. It also helps when you get a transfer. That boy can be placed with a
group that focuses on exactly what he needs.
