We had a similar problem in my son's Wolf den several years ago. We
essentially ended up with someone being asigned to help keep "Billy" focused.
Since most parents didn't want to be formal leaders, the DL required them
to signup and attend about every third meeting. This meant that there were
always two "assistants" at every meeting. One of them focused on "Billy."

"Billy's" mom also took turns as an assistant but usually was not assigned
to "Billy." We always found he was less likely to wander when there was a
lot going on in the meeting. But, give him a minute without anything and he
was off on another adventure! The problem did lessen somewhat over the year
which I attribute to our DL occasionally taking "Billy" aside and reminding
him that if he wanted to be a cub scout, he had to stay with the den.
