I don't think it is a question of precedence but an example of the
difficulty of drafting all encompassing rules and still making them simple
enough for everyone to understand. I can think of a number of situations
where you would not want the parent present for perfectly legimate reasons
and the Eagle BOR is one of them. Other examples might be camp staff
interviews and evualations which are really employment matters. I think
openess can be served in these instances by discussing the procedures and
goals with the parents in advance. On the other hand, I see no conflict
with YPP rules because of the composition requirements for the board.

The general statement "that nothing will be hidden from them" is true, but
cannot be expected to cover every possible situation.
