What you have here is a case of the Scout having deferred himself. The BOR
did not do this. He had made specific commitments that he agreed to
fulfill in order to even be considered for Life. He failed to meet those
commitments. Therefore, he should not even have asked for a board.
Furthermore, I assume the SM was aware of the commitments that had been
made. If so, then why did the SM sign off to allow the B/R? Was he
attempting to avoid the decision himself? The approach to take is to ask
the Scout what he committed to at his Star B/R. Then elicit from him an
acknowledgement that he has not fulfilled these commitments. The next
question would then be "why are you here?" If he has some sort of
plausible explanation then you might consider him for advancement, but if
not he should be told to come back when HE thinks he has met the
commitments he made in May.

I think that six months might be a little too long. The time frame should
be flexible so that when HE feels he has met the commitments he made he can
request another board. This actually sounds like a case that was handled
well at Star by eliciting the "contract" as it were from the Scout. The
problem, if there is a problem, is that he was allowed to get as far as the
board without having fulfilled his commitment.
