Ed,
Here's your answer as I would interpret things (maybe not what many would
like to hear, but what would happen if the issue was pursued in appeal).
The requirement states "Be active in your troop and patrol for at least 6
months as a Life Scout." If he has his position of responsiblity (also 6
months) he has this one too. NOWHERE does the requiement state this has to
be his last six months in the unit. If you want more activity out him,
then think about talking to him about the possibility of dropping all
inactive scouts from your unit charter (then he would not be registered and
thus, not eligible). But if you do this, you must be consistent with it
and apply it to all inactive scouts (lets be fair).
Scout Spirit has very little to do with troop participation. National has
tried very hard to make this clear with the changes in wording for scout
spirit. Scout Spirit has to do with living the scout Oath and Law every
day, even people who are not scouts can do that one. So you will not be
able to block him on that one either.
Best advice I have is COMMUNICATE with the youth, find out what he is doing
(some High School scouts are overloaded with things going on). Find out
what he can and cannot resonably do and encourage him to do what he can.
Too many of the problems (he is not living up to my expectations) happen
because the adults assume the scout should be doing this and that without
really communicating this to the scout. Or when they do communicate, it is
a one way street. Many scouts will just give up, after all, you never
listen to what I am saying and doing anyway. Spend some time with the
scout and find out what is really going on in his life. That will save me
and one of my counter parts form sitting in on a appeal which we will have
to approve, because the requirements were meet, just maybe not the way the
scoutmaster would want them to be fulfilled.

The requirements for Eagle are mostly trivial, any scout is capable. Doing
them is what is significant, because most people never finish what they start.
