I agree that younger scouts should be held to lesser standards. Your best
should improve with age and experience.
I personally refused to allow a boy to become a tenderfoot, until he had gone
two weeks in a row without disrupting a scout meeting and without harrassing
his church leaders on Sunday (it was a church troop). The boy never did get
his tenderfoot badge. I feel that the church in general, and myself in
particular, failed this boy. We did not have the knowledge to over come his
home situation.
However, I still feel it would have been even worse to give him the badge,
and with it the message that his disruptive behavior was some how acceptable
or justified.
