Yep -- saw that too! And, yes, it was Boy Scouts --ours, and other
countries -- the key operative word here in your message is
'official'. According to my
research at the Seton Library and other sites, there were quite a
number of units prior to the 'official' 1910 date, and remember how we
'pilot' courses and programs now -- well, pleasantly, that is the mode
in which our movement has always operated -- there were many units
under Dan Beard and Seton who put into a pilot program, the BSA idea,
prior to 1910. And, yes, 1904 is about the right year, but I would
have to look it up in my files.

I LOVED it --- the news broadcaster said, "--everywhere you looked,
there was a sea of Scouts ---"

According to the book I am currently reading, England had scouting in
the very early 1900's in test and pilot.

I MUST have my own copy of this book - The Boy-Man -- it is actually
based on fact.
