1904 worlds fair & scouts ????

I had TV on this AM, with one of those news magazine shows.
They were talking about the '1904 worlds fair in St Louis'!
They showed some old MOVIE news reals, and reported that
it was BOY SCOUTS! Looking like a band etc.

Since BSA in the USA did not officially start in the USA
until 1910, and 1907 in England, could these REALLY have
been SCOUTS at the 1904 worlds fair?
