It sounds like he was reading the "Guide to Safe Scouting" except that that
is not what it says in my copy. I, unfortunately, do not have the 1994
printing, nor was I able to access the online version of the 1994 printing
tonight for some reason. (BTW: Has anybody seen a 1995 printing of this?)

My 1993 printing, on page 30 is very clear about the required age for
drivers. In Chapter XII, Transportation, under the heading Automobiles are
listed the various requirements for automobile travel. The pertinent parts
are:

3. An adult leader (at least 21 years of age) must be in charge and
accompany the group.

4. The driver must be currently licensed and at least 18 years of age.
Youth member exception: When traveling to an area, regional, or national
Boy Scout activity or any Explorer event under the leadership of an adult
(at least 21 years of age) tour leader, a youth member at least 16 years of
age may be a driver subject to the following conditions:

d. A 21 year-old licensed driver must be a passenger in the vehicle.

The rest is not relevant to this discussion.

I am not aware that any change has been made since this printing and this
is something that certainly would have been trumpeted had they raised the
minimum driving age. I do believe, at one point in time, the age
requirement was 21, but it has not been for some time.
