The skinny dipping alone is enough to have him removed from scouting period.
If you have reported the situation accurately, I cannot believe that you
are and others are having trouble in getting anyone to see that this person
should be removed in a microsecond. Tell me the name of your council so
I can be sure to steer completely clear of any council that shirks its
responsibilities so badly.
