Finally, a chance to disagree with the distinguished "Black Eagle"!
The Name of the award is the Distinguished Service Award. It is a
NATIONAL award and is made for service to the Section, Area, Region or
National organizations. It is *NOT* specifically associated with the
Camping program of the BSA or the Local Council. Your description of the
award is accurate. It is awarded by nomination to the National Order of
the Arrow committee, usually once every two years, and on a numerically
limited basis.
Perhaps there is another award which does what you describe, but the
award you have physically described is as I have stated in the above
paragraph. As I recall, fewer than 500 (but it may be just over 500) have
been awarded since the first award in the late '30s or early '40s.
