Cub Camp - Scout Uniform Not Allowed

I am somewhat curious as to a couple of questions if I can humbly seek
input from the List ;).

My son has now finished his second year as a counselor at one of our
Council's Scout camps, Fire Mountain, and he has mentioned in the past that
staff members who work during the Cub Scout Camp portion of Camp (They do
not occur at the same time and only share some staff) are not allowed to
wear their Scout uniforms, instead having to wear Camp T-Shirts. He and
other staff members resent this. Is this a National Policy?

Do ther Councils do it this way?

I feel the uniform is a way to show your accomplishments etc etc.

A second question. Last year my son, an Eagle who has now finished his
Silver palm, was asked to accompany one of our feeder packs to Cub Scout
Camp. The Pack paid his way at the adult rate and he volunteered his time
and went, showinbg them the ropes and helping out - had a great time and
perhaps because of it the entire den crossed over into the Troop and is
extremely involved. The members of that den now have him as their Troop
Guide. The Troop has not lost any of those den mebers as is uaually the
case. We also regulary invite pack Webelos to Camporees and other outings.

This year he was asked to go again to Cub Camp and volunteered again. When
he arrived he was not allowed to enter camp and was told to go home. Since
he did the turn around last night I have not been able to go up and see the
Council Exec which I plan to do but I have to wonder if this is also a
standard practice.

I see his involvement with the pack as having been a real plus, giving the
Cubs someone who is older and in the ranks to relate to. Since they all
like him the fear of new territiry is lessened at crossover. I am somewhat
puzzled by the refusal to allow him to attend.
