This is not exactly correct since both 2nd Class and 1st Class require swimming
abilities.
We do ask Scouts to do their best. Should we limit
advancement solely because of a physically of emotionally
disabling condition? I think not. We should try creative
approaches -- for example, there's no prohibition against
using an assistive device (PFD) in helping someone stay
afloat while doing their best. Note: three of the alternate
MBs for Swimming are: Canoeing, Rowing, and Water Skiing for
Scouts with disabilities -- interesting.

I have mixed emotions about Swimming MB and
Lifesaving MB being on the options list. They are certainly
valuable, but if done right, their substitutes are not so
easy and have great value also.
