They do. One of the restrictions, though is that if they choose to use any of the BSA uniform, they must use it in it's complete form in accordance with the ICG. In other words, they don't have the option to use the uniform shirt without the pants, etc. and they must use insignia correctly. It's an all or nothing situation. If they choose to create a unique uniform, they are pretty much free in what they want to do.
