Uniform Standards (?)

I wonder what the Official Uniform would look like if we combined all the
modifications, variations, and enhancements that are allowed, encouraged
and/or required by various units? It would probably win the Mardi Gras
competition for best costume! :-)
Actually, I thought only Explorers had the leeway to contrive with their own
uniform.
