It sounds from the above that the Scouts are still sitting on Boards of
Review in your troop. That policy was changed in 1989 at the same time
that skill awards were eliminated. Current policy is that ALL Boards of
Review are conducted by members of the Troop Committee. The literature at
the time specifically stated that Scouts were not allowed on Boards.

I do not wish to redebate the merits of National's decision because I think
that in many ways I agree with you that there were advantages to youth
boards, but merely pointing out the current policy. Note that Mike's post
specifically says that the b/r consists of 3-6 members of the Troop
Committee.
