I would pass the Scouts on their Tenderfoot Board of Review, primarily
since the purpose of the B/R is not to retest the Scout on the
requirements. The purpose of the B/R is to review with the Scout what he
is getting out of the program and to determine if the troop is properly
administering that program.
Since that appears to be a problem with this particular requirement, the
next thing I would do is talk to whoever it was that signed off the
requirement and find out why it was signed. Then discuss what the B/R
feels should be required to pass the requirement and get the agreement of
the "signer" to do better next time.
