Eagles easier now?

Ralph says that the number of merit badges has changed to 22 with 12 required
for Eagle. He is incorrect. The number of required merit badges is indeed
12 (with the addition of Family Life) but the number of elective merit badges
was DECREASED to keep the number 21.
