Advancement to Eagle

From what I've seen in advancement in our troop and others the
scouts just seem to memorize what they need to know to make rank or
to earn merit badges. I've seen this problem in our troop and don't
know what to do about it. Scouts that are First Class and above in
our troop couldn't even tie simple knots required at meals at summer
camp. It seem to me that some adult leaders are more concerned with
signing off requirements to rush a boy through the ranks so that he
can earn Eagle, rather than teaching a boy to gain knowledge to make
him a better citizen. I wish there was a way to demote a scout a rank
if he is incapable of teaching younger scouts requirements. Thanks
for letting me speak my mind.
