When to give the badges out

From SM training and Woodbadge, immediate recognition is the goal.
However, many times that is not possible because of having to fill
out advancement forms to get badges. When I tried doing it whenever
a scout earned a badge, council had a fit about the number of forms I
was sending in and asked (strongly) that I batch the awards to no
more frequently than monthly.
We now hold mini COH the first of each month and give the badges
earned to the scouts. We keep the blue/white cards for presentation
at the quarterly COH with parents. That way, the boy receive his
badge quickly, but is still recognized in front of family. This
seems to be the best of both world, immediate recognition and pomp
and circumstance.
For a while, I kept spare rank badges so I could present to the scout
without having to wait to fill out the paperwork, but that became
cumbersom since technically you can't just buy rank badges without an
advancement form.
In our troop, which is relatively small, keeping an extra rank badge
or two is not a problem, but would be if we had a large troop and
needed 5 or 6 2nd Class at once.
