I agree that is seems that District Level and/or Council Level Scouters seem
to receive the major number of awards. I think that I understand what causes
this. At the district level, and very likely the same thing takes place at
the council level, about 4 or 5 months before the awards are due, the
District Chairman will ask several district level persons to serve on the
awards committee. The awards committee will put out anouncements at Round
Tables and in the district newsletter about nominations being due for awards
such as the District Award of Merit, Silver Beaver and etc.
What takes place now is that they don't get anything back from any of the
units. No one at the unit levels will take the trouble to turn in a write up
on their leaders at the unit level, or they don't fully understand the
process. So about a month from the time the awards are due to be presented,
they get together and start going over the people that they know form their
district level position, and it goes something like this, say how about Joe
Smith, he did a super job with the last Camporee, and howabout Jane Doe, she
did a great job putting on the last District Banguet, and so on. The
District level people are the only ones they know anything about from their
district positions and they have no input from out in the field from folks
in the units, so guess what, one more time a district level person ends up
with the District Award of Merit.
I don't know how to improve this process, perhaps if the District Chairman
would make a point of selecting only unit level people to ask to serve on
the awards selection committee, or get Commissioners to staff the selection
committee as they should be more familiar with people out in the units. The
sure fire thing that would work would be if some of the unit committee
chairpersons or some one like that would just go to bat for their unit
leaders and recommend them for awards.
