I agree we must follow the YPP guidance provided by National BSA. I have
been a SM for almost 15 years, when I first started I was the only leader to
take the scouts camping, even on my first Philmont Trek I was the only Adult
Leader in the crew. But, policy changes for a reason, the number of abuses
over the past years, just proves the need for this policy. I now have at
least 10 Adults attending campouts and no less than 4 at any activity. The
key is to insist on parent participation or the campout doesn't happen or the
activity is cancelled. My Troop has grown under this policy and I feel the
liability is less because we go by the BOOK. If a scout wants to attend that
OA meeting he will find a way to get there. Scouting is a two-way street,
the scouts have to provide an effort to achieve what they want in the
program.
