I'd like to agree with Barney's approach:
"I tell my boys that they should get the best they can for the $$ on items
that will be with them for a long time ( Sleeping bags, Backpacks, etc)."
I'd like to recommend in addition that this would be a good time to run
Consumer Buying Merit Badge; Req. #1: "Pick something (costing $50 or more"
... and "Tell which you would buy."
Then instead of telling the boys that something is not worth the price
(crap), they discover it for themselves. It's another lesson learned instead
of lectured. Not only does the Scout get a new pack (or whatever) but also
some knowledge and a badge (seldom earned) for advancement.
