It's tough to discourage a boy's enthusiasm for your program, but it is in
his best interest to bring him into Scouts at the right age and time in his
life. If he were to participate the summer after his 4th grade, he would
be out of step with the other scouts - both physically and socially.

How about finding a Webelos den in your area that is sending some kids to a
Webelos resident camp this summer, and have your young man join them? The
activities there would be age appropriate.

Though technically he could join your troop in November, I'd still
encourage him to link up with a Webelos den for his 5th grade.
