Actually, a boy must have reached his 11th birthday OR have completed the
fifth grade.
This boy would be better served by joining a Webelos den, and crossing over
to Boy Scouts after he finishes fifth grade. Webelos is a two-year program,
but it is possible to earn the Arrow of Light in one year. Even if he
doesn't earn the AoL, the Webelos experience will prepare him for Boy Scouts.
